Technically it can be done via third party plugins and Import/Export options build in the WordPress (https://www.wpbeginner.com/wp-tutorials/how-to-import-and-export-navigation-menus-in-wordpress/), but if you are working with live site we are highly recommending you to create new menus manually to avoid any issues.
