How to set the filter to stay open and have collapsible functionality at the same time
When I set “Shop sidebar widgets collapse” to “Disable”, it is possible to keep the filter open, but it can’t be collapsed

Sorry to say but right now there is no option in Theme Settings available for that. It requires Customization and this is beyond our limitations and support policy scope. Hope you can understand our limitations.
You can configure the settings in Theme Settings > Product Archive > Widgets > shop sidebar widgets collapse.
