If there are no product reviews, display “Write a Review” instead

Hello, currently, if a product has ratings, they are displayed on the product page. If there are no ratings, nothing is shown. I would like to change this so that for products without reviews, the text ‘Write a Review’ is displayed instead. When someone clicks on this text, it should automatically scroll down to the review section. I have attached a sample product for your reference. Please advise on how to implement this.

Sorry but there is no option in Theme Settings available for that.
It requires customizations and this is beyond our limitations and support policy.
