top bar for marketing communication on the very top of the page

Hi,
I would like to add a top bar above all in the page (before header bar)
The best would be to place a HTML_Block in that position.
To better understand what I mean, please look at attached picture (green arrow).
This bar is very common in e-commerce sites and it is helpful for fast and important communication and for placing Call to actions.
I tried to customise the first line using the Header builder settings, but, a part for loosing a important menu section, it’s not a good solution because it’s divided in tre columns.
Perhaps is a position already available in another way, but I can’t find it

Navigate to Theme Settings > General > Header Banner > Check the Header Banner content.
