Translating HTML block with WPML

I’m currently translating my English website into German. I have an HTML block for the product category (extra description). I’ve translated the HTML block, but it isn’t appearing on my German product categories. Here’s what I’ve done:
1. I translated the English HTML block [html_block id="16497"] using WPML.
2. After completing the translation, a new German HTML block [html_block id="17616"] was automatically created.
3. Then in Taxonomy Translation (WPML), I set the extra description text to [html_block id="17616"]. However, my product categories have no description in either English or German.
