Taking into consideration that the mobile screen is limited in size, all the content is placed a block under the block. There are no options in theme settings available for that.

I don’t understand why Products hover (Tiled) has access to the cart, but Products hover (Small) doesn’t. Products hover (Small) displays perfectly on the phone. I DON’T UNDERSTAND WHY YOU DON’T WANT TO ADD THIS, is there an option to display it, e.g. via CSS

Sorry to say It is not possible to customize it with CSS. this is the way it works. You can choose product design from Theme Settings -> Product archive -> Product styles.
