i already find at theme setting : Sticky navigation
and disbale .
now i have one question :
my website if RTL , and i want move Sticky navigation to right and also open from right , how to make ?

When you switch to RTL languages, then sticky menu will display in the right automatically as well.

if i just install woodmart core without active ant theme , how to switch all elements to RTL ?

for emaple i install woodmart theme and only install elementor and Woodmart Core . (screen shot 1)
then next step , need choose theme , but i donnot want install RTL theme , coz my website already designed by hello elementor theme before , i only want use Woodmart Core theme + RTL function . how to active RTL fucntion ?

Please set the RTL site language in the Dashboard > Settings > General and the theme will convert to RTL.
