Unable to Activate the Second Website

Hi team!
When activating a second website for testing on the same server, I received the message:
**”It seems that this purchase code is already activated. You can deactivate it in your account on our website.”**
(This website is only for testing and setup, so it is not bound to a domain and is accessed directly via IP.)
However, I have only activated one domain. Why am I unable to activate the second one?

1 license key can be activated once for the production site and once for the development site. As we can see, you have activated it for the dev site – https://prnt.sc/oHr9PZdgra-B so either activate the second site as production or deactivate the old dev domain.
