In the new WordPress Widgets interface, you can add widgets by clicking on the plus (+) icon located at the top left or inside the widget area. Once you click it, a list of available widgets will appear. Simply select the one you’d like to add, and it will be inserted into the widget area.
If you’re more comfortable with the classic widget view, you can also install the Classic Widgets plugin from Plugins > Add New: https://wordpress.org/plugins/classic-widgets/
