I would like to change the wording of “Description” and “Additional Information” on the product page.
I’m currently using Gutenberg layout builder → Product Tabs → Hidden Tabs,
Is it possible to modify these labels without using a plugin?

Sorry, but there is no option available in the theme settings to change the tab text directly.
However, you can follow this official WooCommerce guide to edit the product data tabs:
