To disable the mini cart on mobile and link the cart icon in the sticky bottom navbar directly to the regular cart page, please follow these steps:
Use Theme Presets for Mobile, navigate to Theme Settings > Presets and create a preset specifically for mobile devices and set the condition to custom and choose “Is mobile device”.
In this preset, go to Theme Settings > Add to Cart behavior and disable the option for the “action after add to cart” to “none”.

Remove the existing cart element and add a custom button, set the button’s icon and label and link it to your regular cart page.
