I turned on the Free Shipping bar feature, but it is not displayed.

I enabled the Free Shipping Bar feature in the theme settings, but I don’t see the Free Shipping Bar displayed anywhere.
Is this because I’m using Woodmart’s Layout feature?

Add the shipping progress bar widgets in the layouts and check how it works. https://postimg.cc/vxXRWSj7

If the issue remains, share the wp login details so I will further check on your site and give you a possible solution.
