Product hover buttons missing on desktop and mobile

I am experiencing an issue where the hover action buttons (Add to Cart, Quick View, Wishlist, Compare) are not showing when hovering over products in the shop grid. This happens consistently on desktop, and I also confirmed that the problem appears on all mobile view.

Could you please confirm if this is a known issue or guide me on how to restore the hover buttons across all views? Screenshots attached.
