Sorry to say it only supports showing stars and the reviews count on the product archive via settings. There is no built-in option to display the numeric rating value next to the stars on shop/archive pages.
If you want to be more specific, The woocommerce/content-product-fw-button.php file is responsible for the hover effect on the product grid. You can edit the theme file at your own risk.
