At the moment, the Products Grid / Carousel widget does not have a built-in option to sort products by stock status (out of stock first).

Inside the Grid / Carousel widget, the available ordering methods are Date, ID, Author, Menu order, meta value. Unfortunately, stock status is not one of the supported order options.

If you want to control what appears in the carousel, you can also use the Data source option (for example: Best Sellers) to limit only out-of-stock products shown.

Currently there is no built-in option in this widget to sort products by stock status,

As a wordaround, Navigate to Products > All Products > Click Sorting at the top > Drag the out-of-stock products to the bottom of the list: https://ibb.co/Y7kSPKDG, and in the Products Grid / Carousel widget, set Order by > Menu order.

Then the carousel will follow your custom order and show in-stock items first.

Note: This is manual, not automatic, If stock status changes often, you’ll need to reorder again. So it’s a practical workaround, but not a dynamic “always in stock first” solution.
