Does the system not support users selecting gifts and quantities?

For example
Spend $199 to get one gift item
Spend $299 to get two gift items
Spend $599 to get three gift items
Gift A, variants A1, A2, A3
Gift B, variants B1, B2, B3
Gift C, variants C1, C2, C3
When the shopping cart meets the $599 threshold, users can only choose one item each from A, B, and C.

You didn’t even look at my question, it’s clear this guide is completely unhelpful.
his guide doesn’t mention the issue of variant selection,
such as product Gift A with variants A1, A2, A3, and Gift B with variants B1, B2, B3.
What I need is to allow only one item to be selected from A and only one item from B.
However, Woodmart’s default settings allow selecting two items both from A, and there’s no way to restrict this.

Woodmart’s Free Gifts system can limit the total number of gifts, but it cannot restrict selection by product or variant group. The settings you share control when gifts appear, not how variants are grouped.
So the behavior you’re requesting isn’t supported natively, and there is no option inthe free gift to achieve this. It requires customization and is beyond our support policy.
