Unfortunately, No — WooCommerce does not have a built-in option to force this automatically for every product.
In WooCommerce, you can enable stock management globally, but you cannot automatically set quantity = 1 and sold individually for every new product using settings alone.
This basically requires Code Customization, OR you can try with any third-party plugin that better suits your requirements.
