“Filters” button appears in the mobile bottom navigation menu when filters work on the current page or section. Tapping on the “Filters” button would bring up a filter menu or dialog that allows the user to filter the content based on their preferences.
In your case, the off-canvas sidebar is not working, Maybe you are using the custom layout of the theme.
You should have 2 columns, and one of them should have the Column role for the off-canvas layout option. Edit the “Sidebar” column and in its settings set the Column role for “off-canvas layout” as “Off-canvas”: https://take.ms/puKlD
