Customers without an account get a reviews reminder, but cannot leave a review

The review reminder function is a great idea, but it doesn’t work well.
Most customers dont even have an account. They receive a review reminder email but they cannot even leave a review if they have to log in. This is buggy behavior.
We can set if we want only verified customers to leave a review or not. If set this to anyone then we will get a mass of spam from guests. But if we set it to only verified customers then customers must login to an account and its not clear to customers from the email wording. If the customer has no account, then they receive an email asking for their review, but the functionality blocks them from leaving a review.
The customer should be able to leave a review even if they dont have an account. And if they have an account, the process should ask for the login credentials. Or automatically log the user in.

This behavior is how the Review reminder currently works. The reminder email is sent after an order is completed, but the ability to leave a review still follows the existing review restrictions on the store, so guests without an account may be blocked in some configurations.
