You can upload an image in the Popup background option in the Theme Settings > Shop > Promo popup. If you mean Pop up element, assign the image background to the element you use as an inner content in the Desing tab https://wpbakery.com/video-academy/use-element-design-options-wpbakery-page-builder-wordpress/
