Woocommerce sorts products by name, date, popularity and by price. We cannot change this functionality https://prnt.sc/q7vqyx

You can configure your shop page to show the categories and sub-categories https://prnt.sc/q7vr74 and the category page would show either categories or products as per your needs https://prnt.sc/q7vrf1

You can configure your shop page in Appearance > Customize > Woocommerce > Product catalog.
