I have imported the shoe demo at my test site. Actually that was not the top bar that was the header banner and inside it an html block shortcode is used.

To display all the four sections. You need to edit that specific html block and then edit the last three columns and go to “Responsive Options” and unchecked the checkbox which is responsible to hide the column in mobile devices and update the page.

But if the width of column is 100% then the four columns will not shown . You have to define custom CSS class and define the width per column as 25% for mobile screens so that four columns can be fit in a single row in mobile view.
