The cart page is not cached and it is a good point where you can test a server response time without cache.
Where exactly you have 4-5s on your website?
We can’t test other pages because they come from the cache now and there is no real “server processing time”.

As for the CSS and JS files, you don’t need to do this manually because they are already loaded only if they are used on the page. These settings are just to “force” load or unload some of the assets if you are sure that you don’t need them on the page.
