In Theme Settings -> Product archive -> Products styles -> enable the “Show empty star rating”: https://take.ms/Qv1dV, in the same path, enable the “Show reviews count” option as well – https://take.ms/HirxU

As for the current star rating that shows only when you hover (https://gyazo.com/2d510f424e558a1ef0c7665d6ce72849), you need to change the product style to show it always: https://gyazo.com/aee209d6239127d3003c4063976953c3
