HTML Block

Is there a way for elements (links to certain product pages) to appear in an html block consisting of three columns, depending on where you go to place the mouse on the first column?
Example. By placing the mouse on ‘Citrus’ in the first column, links to three products A.B, C appear in the second, or by clicking on ‘Aromatics’ in the first column, the links to products D, E, F appear in the second column.
