Sometimes menu, footer and image not show. why it happend? how to totally stop lazy image load.

Your problem is not clear enough. Lazy load image does not influence the display of the footer or menu.
Please deactivate all the plugins not related to the theme and switch the parent theme, check the issue, if the problem remains, leave the plugins not activated and provide the site admin access to the private area.

The Lazy load is disabled in the Theme Settings > Performance > Lazy Loading
