How it could be apply on the website.

You will need to create a slider and rotate one and the same text to make it loop, if I have misunderstood you, please explain in more detail.

If you want to insert the slider, you need to create HTML block, insert the narrow created slider and insert the HTML bloc into the top bar of the Header builder: https://xtemos.com/docs/woodmart/html-blocks-2/#header_builder or into the Header promo banner: in the Theme Settings > General > Header banner.
