checkout page, my field order doesn't stay

I put up a custom field order through my child theme’s function.php for the checkout page. Because I separated the address and house number field into two. I did it the proper, new, way with the priorities and it seems to work until the css and js files start loading and certain feels get pushed around again. Like the postcode field always gets pushed down below my address_1 field while I want it to stay above.
Is the theme doing this? I can’t seem to find other culprits (tried disabling plugins that could’ve affected it)

Could you please check how it works with some default WordPress theme like twentysixteen to understand is it our theme issue or not? You can add the code to the function.php file in that theme folder.

The same behavior happens with twentysixteen theme. So that means it’s something else causing it. Thank you, I’ll keep looking.
