Section Settings Missing?

How do I enable section settings on my site? See screenshots.

Your questions is not clear enough. I see you open the Section settings are they editable? If not, deactivate all the plugins not related to the theme and check the issue again.

Im saying that the whole section settings is missing. I am not able to select or edit section settings because mine is missing.
See screenshot to see missing top-level “section”s.

Also, i have a multisite. all sites share the same plugins. one site has the top-level sections and one doesn’t.
i just realized you have to add an element called section. so, nevermind. you can close this case.
