WPBakery page builder not visible in WordPress HTML Blocks

I can’t find the WPBakery Page Builder on the place as suggested:

To add them to your page you need to go to Dashboard -> HTML Blocks -> Add new and place our “Product filters” element with WPBakery page builder. After that, you can fill this area with three available filters: filter by category, filter by product attribute (choose any) and filter by price.

How can I enable this feature to make the product filters in the HTML Blocks?
