Yes, you can set the 10 seconds delay for the popup. So when the site loads the popup will be shown after 10 seconds. You can set delay time from Theme Options >> Shop >> Promo Popup >> Popup delay.

You have to set the time in milliseconds. As 1 second is equal to 1000 milliseconds. So to set the delay of 10 seconds you have to put the 10,000(ten thousand) milliseconds.
