You can simply turn off the “Sticky add to cart” option from the Theme Settings >> Product Page.

Your issue is resolved now. Actually you disable the css for some of the options that’s why theme options css was not applying.
When I checked some of the options like the cart widget etc from the Woodmart >> Css Generator and generate a new file. It works for the login users only.
Because of your site cache.The generated css only affects the login users screen.
