You can change the text shown above the order tracking form, below the “Tracking order” title with the help of ”Loco Translate” plugins. You need to go to Loco Translate >> Plugins >> WooCommerce >> Search for your string and translate it, and save the changes.

Fields and button can’t be changed with theme options because it’s a part of default WooCommerce functionality and our theme does not influence this.
The latest theme version is 4.3.0, you might see the version of some plugin in a tutorial. You do not need to update your theme it’s already updated.
