why it is always open the anchor pages no page title or header?

Hello there,
i am using page anchor linking to some section IDs in the page but why it is always using anchor urls to open pages without page title or header? some times it’s with page title or header, some times without.
Sample url: https://www.abc.com/projects/#levels-compare
note: the url with /#
please how to improve? Thank you！

This functionality is provided for Landing pages where no header and titles are applied.
In the menu, you can find this “Enable this to use one page navigation menu. If enabled you need to set the link for this item to be like this: http://your_site.com/home_page/#anchor_id where anchor_id will be the ID of the ROW on your home page.”
In order to make it work properly follow this instruction.
