Hello,
That is the nature of the image on the background: on small devices, it is cut, on big devices, it covers the whole block. You can set the image on the background on any row or column and check with a default theme on mobile you will see the same. The way out is to clone the element, show one for desktop, and another one for mobile and set different image sizes for these clones.
