I saw the screenshot you attached. Unfortunately, you cannot display the before Add to cart HTML Block just before the add to cart button in variable products because its position is controlled by WooCommerce.

If we try to display it using Custom CSS it will not be in the same position for all the products because you are using different variations for all the products.

You can clearly see that it is working absolutely fine on the without variation products.

You can try using it after adding the cart button.
