You have sticky clone header, you can disable it in Header settings https://gyazo.com/43455b0c67fbd7a2957ed30535b985fb

Then create a row, which contains menu only, make the necessary rows sticky in the row settings https://xtemos.com/docs/woodmart/header-builder/header-rows-columns-configuration/

Check and make sure other rows are not sticky.
