The progress bar depends on the placed order no matter the shipment mode or fee. Progress bar changes dynamically based on the product stock.

You can enable this option in the Theme Settings > Product page https://prnt.sc/swbkh1
Enable stock management at product level in the Product page, and insert the value into Initial number in stock https://prnt.sc/swbp9f

Not sure if you understand what I mean. Let me explain in layman terms again
Let’s we have set “FREE SHIPPING” for Total orders above “USD500”.
So, when the customer select “Item 1” worth USD100, there should be a Progress bar saying “USD400″ left for FREE Shipping” or something like that..

Hello,
This progress bar is based on the stock product quantity, not the order amount or shipping cost/mode.
If you have initially 5 products, one has been purchased, the stock has been decreased for one item, progress bar would show it.
You will need to find a plugin to meet your requirement.
