How to translate the Header in WPML(Canot find header)

I created another individual menu from header builder
but from string translation of WPML, I could not find the code.

You need to create another header, not just a menu.
As for the menu translation please refer to the WPMl documentation you do not need to create it. As soon as you create the translation of all the items on the menu, you will just synchronize the menu.
