I saw the screenshot you attached. Please try adding the following Custom CSS in the Custom CSS for the Mobile area under Theme Settings >> Custom CSS.

SG Optimizer plugin
I found that I stopped this plugin and it was normal.
But this plugin is optimized for our server. Use it to speed up our server.
And SiteGround Performance service is commonly used hosting by most users.

I saw the screenshots you attached.
As the issue is for the CSS not working is caused by the SG Optimizer plugin. Sorry, but we could not help you with this as this is a third party plugin issue.
1 &2) Sorry but the changes you mentioned are not possible with just simple Custom CSS it will require customizations and this is beyond our limitations and support policy.
