Load only 3 products per page

Sometime the page only load 3 products per page, like a bug, and I cant change it to show more.
Its happens on desktop version and on mobile version.
Once this occure, at desktop version can “fix it” clicking on “show 15/30 products”, but at the mobile version there is no option for this.
How can I fix this problem? why sometime its load only 3 products?

Please deactivate all the plugins not related to the theme and check the issue, If the problem has gone, activate the plugins one by one, checking the issue to detect which one causes the problem.
You have 44 plugins some of them may conflict with the theme.
