Look at the footer, click on links in screenshot.
You will see it will scroll down wrongly because of sticky header.Attachments:

I watched the video you attached.
It seems that the issue is with the scroll that you have enabled for the menu items not the sticky header.
Please provide the admin panel login details of the website to check it myself and help you out accordingly.

The problem is that this anchor is a default browser behavior. We are not able to change the offset for the anchor link. It is not a sticky header problem and it doesn’t have any relation to the actual section ID.
The only workaround here is to add your ID anchor on the page not to the actual title but to some element above it. You can even use some hidden element but it should contain the ID which you want your page scroll to.
