problems with the settings

hello sir, some of the setting are not functioning… for example i added some css but there were no changes.. i added a picture to the site background however, there was no changes…can u help me? i have also noticed when i saved something i worked on, it always goes back to the default settings. i just checked and i see the changes happens in incognito but on my back end i see no changes
