Activate/Deactivate links depend on

Hello! I wanna activate and deactivate links on the blog menu depend on amount of post in there. For example, if categ ABC has 0 posts, then link should be inactive, and if there is one or more, then active
How can I set it in the menu editor using CSS?
And, if it possible, can I deactivating links also add some message (“Soon” or smth else) above link automatically? And delete it after activating same way – automatically?)

Sorry but there is no option in Theme Settings available for that.
It requires customizations and this is beyond our limitations and support policy.
