how to make + – button border darker

I saw the screenshot you attached.

Please try adding the following Custom CSS in the Global Custom CSS area under Theme Settings >> Custom CSS.

div.quantity input[type="button"] {
    border: 2px solid black;
}

div.quantity input[type="number"] {
    border-color: black;
}
