Scaling/Responsive Sizing Seems broken?

When the website is shrinking width because of the scaling of the browser, the vertical edges of the inner boxes (see private info) no longer show. Since the horizontal edges do show, and there is a border and shading, this looks terrible.
Can you please explain how to fix this?

Please remove zero paddings and margins from the sections and columns. Leave the fields empty in mobile.

When you say to leave it blank in mobile — is there a mobile section I need to modify? How do I make it change the number for mobile only? Or an I misunderstanding?
