Unable to customize Top Bar in Header Builder.

I want to set background-color for header block “Top bar” https://prnt.sc/14q4y6k
Whichever color I choose, it still displays white on the page, here is a screenshot that shows that when viewed in the inspector, the color is not specified https://prnt.sc/14q5jqu.
Moreover, for the test, I changed the color in the “Default header layout”, then the background became white, and when returning the color that was before, it is still a white background.
I also created my own header in which I set both background-color & background-image, and there were no changes either.
