Products per page problem

I have setup in setting 9 product / page but showing only 4, what is the problem?

Please make sure that you are using the latest version of the Theme and Recommended plugins.
Then check back. If the issue still occurs then deactivate all the third party plugins and provide the admin panel login details of the website.
