how to setting multi country cart and url

we are saleing to taiwan and hong kong

but taiwan and hong kong using different shipping, we want when taiwan user get in they will see taiwan shipping in cart and checkout, when hong kong user get in they will see shipping hong kong in cart and checkout

how to setting url like below
