country selector at the top of the site (language/currency)

Hello, how do I add a country selector at the top of the site? I need that if you click on the USA flag, the site changes to English language and dollar currency. I’m looking at the tutorials but I don’t see a clear “step by step” for that.
Is this achieved with “wpml plugin”? Do I have to pay for the wpml license?
